Can you get startup credits without VC funding?
Yes, some routes support self-funded founders. The route matters more than the provider’s largest advertised award.
Start with programs that explicitly accept your funding setup. AWS Activate Founders has a self-funded route. Google’s Start tier also asks about plans to seek venture funding. “Early stage” does not mean every bootstrapped business qualifies.
Separate your stage from your funding
A solo founder can have outside investment. A registered company can be entirely self-funded. A working product does not tell a provider how much you have raised. Record these facts separately before comparing offers: business age, outside funding, latest round, legal setup and current product stage.
This matters because the same provider may offer several routes with very different conditions. A headline award attached to a partner program is not the benefit of a direct application.
Three routes, three different checks
AWS Activate Founders starts with $1,000 in credits for self-funded applicants; selected participants may receive additional credits up to $5,000. The separate Portfolio route requires an Activate Provider Org ID. Choose the route you can substantiate, rather than the biggest number.
Google Cloud Start lists up to $2,000 for one year and asks for a working MVP, roadmap and plans to seek venture funding. If you intend to remain bootstrapped, that condition needs a direct answer. The Scale route is a different funding-based program.
Cloudflare’s Tier 3 describes a bootstrapped/self-funded route, but its broader qualification text also includes a funding-recency condition. Ask Cloudflare how that condition applies before treating the offer as a fit. We keep that uncertainty visible in the match.
Prepare evidence, not a bigger story
Use your actual business website, domain email and funding history. Do not describe personal savings as a venture round or assume an online community membership is an approved partner affiliation. Ask the program which partner, account or organization identifier it requires.
A useful application shortlist
For each route, write down the funding requirement, account restrictions, previous-credit rule and a link to the official terms. If one condition is unknown, keep it as a question. If a condition clearly fails, deprioritize the application. This leaves you more time for programs that fit your business today.
